In addition we are going to consider the evolution of urban policies of the French state, characterising them from the point of view of their impact on the totality of class relations. Finally it will be a question of outlining the existing relations between the principal elements of social evolution which we have noted and the characteristics of urban policies. To better understand this relation we will take account of the variations between different historical periods that can be distinguished in the evolution of post-war French society: the period of reconstruction and accumulation (1947-58), the period of monopoly growth at a European level (1958--69), and the City, Class and Power period of economic and political crisis of French capitalism ( I968-74) -which has been exacerbated since I974· It is clearly evident that such a study has yet to be done (from the perspective developed here) and that, besides, it must be a collective project, which is in progress at this time.

15 Consequently, it is not possible to interpret this evolution in a linear fashion. There are considerable historical inflections which are a function of the relation of power between classes, their orientations, conflicts and alliances. Thus, for example, Table 1 shows a clear deceleration in the 1956-71 period in state expenses for housing and urbanisation, while they grew enormously between 1947 and 1956. This is why an analysis of the social processes underlying state intervention which moves beyond an economistic vision of the almost 'natural' inevitability of the expansion of the state's economic functions in monopoly capitalism is required.

The socialisation of the process of reproduction of the labour power at the level of agglomeration structurally requires a socialisation of the organisation and management of the means of this reproduction, contradictory with capitalist profit. Thus for the whole of the labour power, the evolution of the productive forces has had the following effects: on the one hand, the increase in the organic composition of capital and the interdependence of production processes (sometimes world-wide) has meant that the labour force has put to productive use an increasing proportion of capital to labour, while on the other hand, it has also become the least element in a production process which, because of the complexity of The French Experience its technical and economic interdependencies, must be in continuous operation to be profitable.
